On 16/7, the Hue City People's Committee announced that in addition to textbooks, the city will also provide local education materials free of charge.
Specifically, the city has allocated approximately 52,8 billion VND to purchase books, which will be distributed to students through an annual loan and return system via school libraries. This approach aims to both ensure efficient use of the budget and foster students' responsibility in preserving the books for long-term use.
The Department of Education and Training will lead the review and upgrade of facilities to facilitate the storage, circulation, and reuse of textbooks. It will also establish distribution procedures and guide schools on implementation.
The free textbook policy is based on Politburo Resolution 71 and Government Decree 271, which will be applied nationwide starting from the 2029 - 2030 school year. Provinces and cities capable of balancing their budgets or mobilizing social resources are encouraged to implement the policy earlier.
Before Hue, Ho Chi Minh City and Quang Ninh had already announced free textbooks starting from the next school year. Additionally, two communes and wards in Da Nang and Dong Nai are applying this policy for students in their localities.
