Professor Le Quan, Deputy Minister of Education and Training, expressed this view at a workshop on "Promoting the 'triple helix' linkage (State - University - Enterprise)" on the morning of 10/7, within the framework of Da Nang Economic - Finance - Technology Week 2026.
Deputy Minister Le Quan stated that "triple helix" cooperation is key for universities to achieve breakthroughs amidst the implementation of Resolution 57 on national science, technology development and digital transformation. Most Vietnamese enterprises currently lack research and development (R&D) teams, while universities have a significant advantage in terms of scientific staff and laboratory systems.
For the innovative university model to operate effectively, the Deputy Minister suggested that universities proactively establish business incubators, high-tech research centers, co-working spaces, and technology exchange platforms. Close collaboration will create momentum to enhance productivity and competitiveness for the economy.
"Today's talent training must be linked with research and technology transfer, not merely traditional teaching. Research cooperation will help universities strongly transition to an innovative university model", Mr. Quan said.
Sharing this view, Associate Professor Dr. Nguyen Ngoc Vu, Director of Da Nang University, stated that for the linkage model to be substantive, enterprises must be the ones commissioning, receiving, and commercializing research. Conversely, universities must focus on solving practical local problems, using the effectiveness of technology transfer as a measure.
Mr. Ho Quang Buu, Vice Chairman of Da Nang City People's Committee, said the city is implementing many major initiatives such as: establishing an international financial center, a free trade zone, and promoting semiconductor microchip industries and artificial intelligence (AI). A prerequisite for realizing these directions is high-quality human resources and the companionship of enterprises.
"The city always pays special attention to promoting linkages among the State - Universities - Enterprises. This is the 'golden key' to enable the city to develop rapidly and sustainably", Mr. Buu emphasized.

On this occasion, Da Nang City People's Committee and Da Nang University signed a memorandum of understanding for cooperation during the 2026-2031 period to realize the linkage model. The two parties expect to cooperate in many fields such as: human resource training, science and technology, innovative startups, and the implementation of the Da Nang University Urban Area project.
