This initiative is part of the government's action plan issued on 15/9 to implement Resolution 71 of the Politburo on breakthroughs in education and training. The plan is expected to be completed by 2027.
The Ministry of Education and Training is also responsible for developing a plan to reorganize the higher education system, transferring the management of some universities to local authorities.
In addition, Vietnam will develop some universities into strong research hubs, establishing advanced training centers specializing in artificial intelligence, centers of excellence for research, innovation, and startups within key universities. These tasks are to be completed in 2025-2026.

In August, the Ministry of Education and Training introduced a draft plan to develop universities into strong research entities, closely integrating research, application, and training.
The stated goal is to develop 15-20 reputable public universities by 2030 with strengths in research, application, and human resource training in prioritized technology and advanced science fields. Among these, at least two universities will receive significant investment and special mechanisms to become elite institutions.
The evaluation criteria include: scientific publication capacity; qualified teaching staff and researchers; funding capacity and research budget; innovation ecosystem; research infrastructure and equipment; international cooperation; and social impact.
Tran Nam Tu, Deputy Director of the Department of Science, Technology and Information, explained that elite universities represent a higher level, surpassing strong research universities. Specific criteria are still under development.
Previously, in February, the government approved Project 347, aimed at developing a system of centers of excellence and talent by focusing investment on a number of universities with existing strengths.
Thirteen universities were selected by the Ministry of Education and Training to lead centers and networks for excellence and talent training in technology across 9 fields.
