The book series, compiled under the direction of the Central Public Security Party Committee and the Ministry of Public Security leadership, launched to mark two significant anniversaries: the 81st anniversary of the People's Public Security Force Tradition Day (19/8/1945 - 19/8/2026) and the 21st anniversary of the All-People's Security Protection Day (19/8/2005 - 19/8/2026).
These publications recognize, honor, and portray the profiles and contributions of the Ministry of Public Security's leaders across different eras. Notable figures highlighted include General Vo Nguyen Giap, recognized for his role in establishing the People's Public Security Force; Pham Hung, an outstanding disciple of President Ho Chi Minh; and General Le Hong Anh, whose mission and legacy are explored.

The concept for this book series was a long-standing aspiration among Ministry of Public Security leaders, with the compilation process commencing in 2023. The People's Public Security Publishing House states that the volumes were meticulously crafted from thousands of pages of documents, extensive research, historical cross-referencing, archival exploration, and eyewitness accounts.
The books offer readers a comprehensive understanding of the historical, socio-political, and security contexts of each era, alongside the roles, contributions, and leadership styles of public security force leaders at all levels. Furthermore, the series provides insights into force management, organizational development, human resource training, the application of science and technology, and strengthening the political resolve of public security officers.
Minister Luong Tam Quang authored the series' introduction. At the launch, he lauded the work for its profound scientific and aesthetic value, emphasizing that the 81-year journey of the People's Public Security Force, marked by its construction, combat, and growth, bears the indelible contributions of its leaders across all periods.
The nine volumes in the series are:
