The order was issued on 24/7, following a TikToker's post about their experience getting a pre-employment health check-up at the Hai Chau Regional Medical Center. This hospital is located in the heart of Da Nang.
The TikToker said a "broker" led them to a grocery store across from the medical center, where they paid a 300,000 VND deposit and were then taken to a private clinic 400 meters away for testing. Later, they discovered others paid only 100,000 VND for the same service, leading them to suspect collusion.
Responding to these claims, a representative from the Hai Chau Regional Medical Center stated they have no agreements or connections with any private clinics and strictly prohibit staff from referring patients elsewhere. The center has reviewed its reception procedures and pledged to take action against any wrongdoing. They also requested cooperation from authorities to prevent medical impersonation.

The Department of Health identifies these "brokers" as individuals who solicit patients for medical facilities to profit. This practice, often facilitated by medical staff, disrupts hospital order and erodes public trust in the healthcare system.
Therefore, medical facilities are required to investigate, report on the current situation, methods of operation, individuals involved, and measures taken. They must also strengthen internal monitoring through staff deployment, camera surveillance, and collaboration with the police to prevent such practices.
