On the afternoon of 2/7, during a press conference on the first six months of the year, a representative from the Investigation Police Department for Corruption, Economic, and Smuggling Crimes (C03) under the Ministry of Public Security announced that 31 individuals are under investigation. They face four charges: violations of bidding regulations causing serious consequences, giving bribes, receiving bribes, and embezzlement of assets.
Among those charged are Vu The Phiet and Nguyen Tien Viet, a member of ACV's Board of Directors, Deputy General Director overseeing the Executive Board, and Director of the Long Thanh International Airport Project Management Board. Both are being investigated for two crimes: violations of bidding regulations causing serious consequences and receiving bribes.
C03 is actively expanding its investigation into the case, with a primary focus on the thorough recovery of assets.
The case at ACV and related entities was placed under the direct monitoring and direction of the Standing Committee of the Central Steering Committee for Anti-Corruption, Wastefulness, and Negativity on 18/3.

In early March, ACV released a statement confirming the arrest of several senior leaders, including Vu The Phiet and Nguyen Tien Viet. Phiet is specifically accused of "receiving money to facilitate contractors winning bids".
Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex) also announced the arrest of Nguyen Huu Toi, a member of the Board of Directors, Deputy General Director, and former Chairman of the Board of Directors, along with Deputy General Director Duong Van Mau. They are charged with violations of bidding regulations causing particularly serious consequences. Toi is accused of "giving money to the investor to be facilitated in winning bids".
ACV boasts a charter capital exceeding 35,828 billion dong, with the Ministry of Finance holding 95,41% of the state capital. The company's shares have been traded on the UPCoM exchange since 11/2016, currently hovering around 56,000 dong, reflecting an increase of approximately 15% since the start of the year. Notably, ACV has yet to publish its financial report for the last quarter of last year, despite the deadline being the end of 1/2026.
ACV is the investor behind the Long Thanh International Airport project, a national key initiative covering an area of approximately 5,000 hectares with a total investment nearing 337,000 billion dong. The first giai doan of the project includes the development of two runways and one terminal, designed to handle a capacity of 25 million passengers.
