On 2/7, Nguyen Hoai Nam, 57, Nguyen Van Ngoc, 54, and Le Huu Thong, 49, were arrested by Hiep Phuoc Commune Police, formerly Nha Be district, for investigation into fraudulent appropriation of property.

During the investigation, police identified Ngoc as directly responsible for multiple similar incidents. The suspect confessed to buying fake lottery tickets for 50,000 dong per ticket. He would then approach street vendors, pretend to buy tickets, and use the fake winning tickets to exchange for real money, deducting any difference.
Specifically, in early May, Ms. Thuy, a 38-year-old street lottery vendor, was defrauded by Thong, who used 12 fake tickets to claim 2,4 million dong in prize money. When she took these tickets to an agent, she discovered they were all fake and promptly reported the incident to the police.

Police subsequently arrested Thong and Nam, and seized multiple color printers, paper, and other materials used to produce the fake lottery tickets.
Hiep Phuoc Commune Police advise the public, especially street lottery vendors, to be vigilant. They urge people not to exchange prizes for strangers without thoroughly checking the legality of the lottery tickets.
