On the afternoon of 20/4, the Quang Ngai Border Guard Command announced they are investigating a case involving the transportation and storage of explosives in Van Tuong commune.
Two days prior, an inter-agency task force, including personnel from Binh Hai Border Post, Van Tuong Commune Police, and Coast Guard Region 2, apprehended Pham Van Hau, 37, who was transporting a sack typically used for animal feed. The sack contained approximately 20 kg of a gray, lumpy solid. The arrest took place at the intersection leading to My Giang restaurant, located along the coast of Thanh Thuy village.

During questioning, Hau admitted the substance was an explosive, intended for sale to individuals involved in fishing. He subsequently surrendered another identical sack, which had been hidden behind My Giang restaurant.
A subsequent emergency search of the restaurant, owned by a 41-year-old woman, revealed an additional 12 sacks containing approximately 337 kg of the lumpy solid, concealed in various locations around the premises.

The Quang Ngai Border Guard formally arrested Hau for the alleged offense and has requested a forensic examination of all seized materials to further investigate and clarify the incident.
