Can I reclaim land sold cheaply with a handwritten agreement?

In 2017, I transferred a plot of land to someone in my commune. The transaction was done with a handwritten agreement, without notarization or authentication.

The transfer value at the time was only 95 million VND, and the buyer has not yet applied for a Land Use Rights Certificate (red book) for this plot.

Time has passed, and now land prices in the area are much higher than what I sold it for. The buyer wants to complete the legal procedures to obtain the red book and has asked me to sign supplementary documents.

However, I'm unsure about the legal validity of the 2017 transaction because the agreement wasn't notarized or authenticated.

Therefore, I want to ask: Can I reclaim the land I sold and refund the buyer 95 million VND? Is this legally permissible, or is the 2017 transaction still considered binding?
