On 17/3, the Ministry of Public Security announced that the Police Department for Investigation of Corruption, Economic, and Smuggling Crimes (C03) initiated legal proceedings against Dao Huu Huyen, who serves as both chairman of the board of directors of Duc Giang Chemical Group and chairman of the board of members of Duc Giang - Lao Cai Chemical One Member Limited Liability Company. He faces three charges: violating accounting regulations causing serious consequences, violating resource exploitation regulations, and causing environmental pollution.
In connection with the same case, Pham Van Hung, director of Duc Giang - Lao Cai Chemical One Member Limited Liability Company, is under investigation for violating accounting regulations causing serious consequences and causing environmental pollution.
Additionally, 12 other defendants have been prosecuted for various offenses.

According to C03, initial investigations uncovered several organized violations. These include the illegal dumping of millions of tons of waste across tens of hectares in Tang Loong Industrial Park, Tang Loong commune, Lao Cai province, which resulted in environmental pollution and seriously impacted local residents' lives. Furthermore, hundreds of thousands of tons of apatite ore, valued at hundreds of billions of dong, were illegally exploited. The group also allegedly excluded revenue from accounting books, concealing earnings and causing tens of billions of dong in tax losses for state assets. These violations at Duc Giang Chemical Group occurred over an extended period, leading to public outrage.
