The tragic case of the kidnapped girl 911 failed to rescue

Today, the perpetrator is set to be executed, while the death of the kidnapped woman, who called for help only to be met with 911's indifference, has become a costly lesson for all emergency dispatchers.

Denise Amber Lee, 21, found herself bound and blindfolded in her kidnapper's vehicle on the afternoon of 17/1/2008, after being raped and abducted from her home. In a brief moment when her captor stepped out of the car, she seized his phone and dialed 911, desperately fighting for her life.

Denise's call was one of four emergency calls made within minutes. Earlier, a motorist driving past had also called 911 after hearing her screams and seeing her struggling in the back seat as the kidnapper's car sped by. This kind woman stayed on the line for 9 minutes, continuously providing the vehicle's real-time location to 911.

With such specific information, police should have located Denise within minutes. However, a series of critical errors within the 911 dispatch system led to the missed opportunity for rescue.

The fateful afternoon

Denise Amber Lee grew up in Englewood, Florida, a coastal town south of Sarasota on the Gulf of Mexico. She was the daughter of a Charlotte County Police Department sergeant.

She met her husband, Nathan Lee, in college and married at 19, having two sons one year apart. Denise had once aspired to be a lawyer. However, after having children, she put her plans aside to care for her family. Nathan Lee worked three jobs to support his wife and children.

On the afternoon of 17/1/2008, as Denise was cutting her eldest son's hair on the porch of their home in North Port, Florida, a man named Michael King drove around their neighborhood. He appeared to be searching for something.

Michael King spotted Denise and approached the house. No one witnessed the entire incident, but King used a gun to subdue and then abduct her.

Around 15h20, Nathan Lee returned home. The house door was locked. His two sons were still inside. Denise's wallet, keys, and phone were left behind. Sensing something was wrong, he immediately called 911.

A desperate call and an indifferent response

About four hours after the abduction, Denise managed to grab her kidnapper's phone and call 911. For over 6 minutes, the line remained open without his knowledge. The dispatcher could hear everything that was happening.

In the recording, Denise sobbed and pleaded repeatedly: "I just want to see my family. Please let me go. God, save me."

However, the dispatcher's voice was at times indifferent, at other times annoyed. The dispatcher said "Hello" 13 times amidst Denise's cries and repeatedly asked for her name, location, address, and how long she had been away from home, despite the victim's clear inability to provide complete answers.

Even after Denise answered some questions, the dispatcher repeated the same inquiries. There was no reassurance or empathy shown.

At one point, the dispatcher even asked Denise if she could tell her kidnapper to turn down the radio volume.

Denise's call was not the only plea for help. About 15 minutes later, a woman driving by called 911 after seeing Denise banging on the back window of the kidnapper's car and hearing her scream for help.

This woman stayed on the phone for 9 minutes. Throughout the call, she continuously provided the exact location of the vehicle as the kidnapper drove.

This information could have helped police find the car immediately. But the dispatcher who took the call failed to enter the information into the computer system, meaning officers searching for Denise did not receive the data.

Subsequent investigations revealed that the information was not relayed because three 911 dispatchers on duty at the time were in a conflict and refused to speak to each other.

The final opportunity

Before Denise called 911, Michael King had stopped at a cousin's house. He asked for a gas can, a shovel, and a flashlight.

The cousin saw Denise in the back seat and heard her shout: "Call the police."

But he did nothing as Michael King loaded the items into the car and drove away with the victim. Later, the cousin and his daughter called 911, but by then it was too late.

He told police he thought Denise was just one of his cousin's "crazy girlfriends" at the time. He was not charged in the case.

Two days after the abduction, Denise's naked body was found buried in a shallow grave. The 21-year-old mother had been shot once above her right eye.

Believing that their irresponsibility contributed to Denise's tragic end, her family later filed a lawsuit.

In 2012, the Charlotte County Police Department agreed to settle the lawsuit for USD 1,2 million. However, they steadfastly refused to admit wrongdoing. Two dispatchers were suspended for several days.

Today, the culprit faces execution

Nearly 20 years after the shocking crime, the state of Florida is scheduled to execute Michael King by lethal injection at 18h today, 17/3, at Florida State Prison in Raiford.

King's lawyers are asking the US Supreme Court to halt the execution, citing concerns about the lethal injection protocol. The Florida Attorney General's Office has rejected this argument, stating it is merely a "delay tactic."

The victim's husband hopes for closure. "I don't want to think about this man anymore", Nathan Lee said.

Michael King's execution is expected to be witnessed by the victim's husband and eldest son, along with her parents, brother, and sister.

Following Denise's death, her husband established the Denise Amber Lee Foundation, an organization dedicated to advocating for improvements to 911 emergency call systems across the United States. Her family also lobbied for the passage of the Denise Amber Lee Act, which established new statewide standards for the training of 911 operators and dispatchers, requiring them to undergo over 200 hours of training.

Nathan Lee travels extensively, sharing his wife's story with emergency dispatchers, hoping similar mistakes will not be repeated. Many states have increased training requirements for 911 dispatchers since the case. Within the 911 community, Denise's story is well-known; it is rare for a dispatcher not to have heard it.

Though the pain never disappears, Nathan Lee believes promoting change has brought some comfort. "I just hope that her death wasn't in vain", he said.
