On 7/9, Hai Phong City Police announced the initiation of criminal proceedings and the indictment of 19 defendants. They face charges of extortion and tax evasion, with 5 Chinese nationals among those charged.
Investigation documents reveal that Phuong Do General Clinic, located at 498 Nguyen Van Linh Street, An Bien Ward, operates under Hai Phong Medical Services Co., Ltd. The clinic has been active since March 2017.
Lin Wei Min (also known as Lam), a 55-year-old Chinese national, owns the facility. Lin hired Vu Trong Tien, 35, as the nominal director, and Tran Thi Thu Huong, 44, as the deputy director.

According to police, Phuong Do Clinic attracted patients seeking urology and gynecology examinations through its website and online consultations.
After patients underwent tests and procedures, some doctors and staff allegedly caused them physical pain and instilled fear about their health condition.
While patients were distressed during procedures, the group pressured them to sign commitments or pay extra for "premium procedure" packages, which cost many times more than the initially agreed price.
Following complaints from citizens, Hai Phong City Police initiated a special investigation.
Major General Bui Quang Binh, Director of the City Police, and Colonel Bui Trung Thanh, Deputy Director and Head of the Investigative Police Agency, directed the Criminal Police Department and Economic Police to coordinate with An Bien Ward Police to dismantle the network.
The investigative agency is continuing to clarify individual roles and related activities.
