Skilled lawyers, outstanding entrepreneurs exempt from entry exams for procuracy roles

New regulations allow skilled lawyers, outstanding entrepreneurs, and scientists to be recruited as civil servants into the People's Procuracy without an entrance exam, provided they meet specific criteria.

This regulation, effective 26/8, is outlined in Decision 16 issued by the Prosecutor General of the Supreme People's Procuracy, concerning civil servant recruitment for the People's Procuracy.

Compared to the previous regulations from 2021, these new rules aim to attract high-quality professionals to the procuracy sector. This includes experts, scientists, legal scholars, skilled lawyers, and outstanding entrepreneurs from non-public entities.

Direct recruitment without examination also extends to public service employees, salaried personnel in the armed forces, and managers at department level or higher within state-owned enterprises.

For experts, skilled lawyers, and outstanding entrepreneurs, recruitment requires demonstrated results, projects, initiatives, or scientific solutions that have been effectively applied in practice.

These candidates must also be reputable, recognized by the scientific community or specialized management agencies, and capable of immediately assuming their roles.

Other candidates, such as public service employees or armed forces personnel, must have at least five years of continuous service in a role relevant to the position.

All candidates must meet general political, professional, and health standards. They cannot be in prohibited categories, such as lacking civil capacity, facing criminal prosecution, or undergoing disciplinary action.

Physical and appearance standards

Beyond the special recruitment mechanism, general standards for health, appearance, and age apply uniformly across the sector.

For specialized procuracy roles, male candidates must be at least 1.6 meters tall and weigh 50 kilograms or more, while female candidates must be at least 1.55 meters tall and weigh 45 kilograms or more. Candidates must not have deformities or disabilities, nor lisp or stutter. Age limits are 50 for males and 48 for females, ensuring adequate mandatory social insurance contributions by retirement.

The new regulations also significantly reduce the onboarding period to optimize personnel deployment. The deadline for starting work is now a maximum of 15 days from the recruitment decision date, down from 30 days previously.

A mandatory standard of "no lisping or stuttering" has also been added for candidates applying for specialized procuracy positions, a requirement not present in the previous regulations.
