On 8/7, Giang Cong Bang, 49, a resident of Dong Anh commune, was sentenced to 13 years in prison by the Hanoi People's Court for murder. The judging council noted Bang's prior convictions: one in 2011 for obstructing officials and another in 1999 for theft.
The indictment stated Bang was the director of a construction and trading company. On 20/1/2011, his company took out a 1.5 billion VND loan, secured by 240 square meters of his property in Dong Anh.
When the company defaulted, the bank filed a lawsuit. In 10/2020, the Dong Da District People's Court ordered the company to repay the bank 2.57 billion VND in principal and interest. If this wasn't fulfilled, the bank was entitled to request the Civil Enforcement Agency to seize and auction the collateral.
On 5/10/2021, the Dong Anh District Civil Enforcement Agency issued an enforcement decision, assigning the deputy director and an enforcement officer to the case.
According to the indictment, Bang was summoned for voluntary compliance but refused to cooperate, threatening to kill the officials if they seized his property. On the morning of 30/11/2023, the enforcement team, accompanied by local authorities, arrived at the property for inspection, but found it locked.
As the officials stood on the road in front of a neighbor's house, Bang drove towards them at high speed, hitting them head-on. Despite their attempts to evade him, the deputy director and the enforcement officer sustained minor injuries.
Bang's car crashed through the neighbor's gate before coming to a stop in the yard. He was arrested at the scene.
The Central Institute of Forensic Psychiatry (Ministry of Health) concluded that before, during, and at the time of the assessment, Bang suffered from schizophrenia in a stable phase, and was "fully capable of understanding and controlling his actions."
The injured officials declined compensation and requested that Bang be prosecuted according to the law.
