Senior Colonel Le Duc Bay, Deputy Director of the Can Tho City Police Department, announced the charges at a Can Tho People's Committee press conference on the afternoon of 30/7.
According to Senior Colonel Bay, following the accident, Ninh Kieu District Police (formerly) charged Ms. Ta Thi Anh Hoa, 58, and released her on bail pending investigation for "Violation of Road Traffic Regulations" under Article 260 of the Criminal Code. The Can Tho City Police have concluded their investigation and transferred the case file to the People's Procuracy of the same level for prosecution.

Initial investigations revealed that at approximately 11 a.m. on 15/8/2024, Ms. Hoa was driving a Can Tho-registered car on Nguyen Van Cu Street towards the Con Khuong bridge. Upon reaching the middle of the bridge, she struck three motorcycles traveling in the opposite direction. The incident unfolded in mere seconds, leaving a debris field stretching nearly 30 meters.
The collision resulted in injuries to three male motorcyclists. A 48-year-old food delivery driver sustained the most severe injuries. He was thrown onto the hood of the car and died after more than three weeks in the hospital. A 21-year-old suffered a broken femur and multiple injuries, while a 19-year-old sustained groin injuries. The three motorcycles were heavily damaged, and the car sustained damage to its hood and windshield.
Tests revealed that Ms. Hoa was not under the influence of alcohol or drugs. In her initial statement to the police, she claimed that after the first collision, she "panicked and mistakenly pressed the accelerator," causing the car to surge forward and strike the other two motorcycles.
