Hanoi police reported on July 17 that Giap, a resident of Yen Nghia Ward and a lecturer at a college, has been taken into custody.
Police are continuing to examine the scene, interview witnesses, and review camera footage to build their case.
Initial tests allegedly show Giap's blood alcohol content was 0.861mg/liter of breath, more than twice the legal limit of 0.4 milligrams/liter.

Around 8 p.m. on July 16, Giap was driving a white 7-seater vehicle on Nguyen Trac Street towards Yen Nghia Urban Area when he suddenly accelerated and collided with two parked cars on the right side of the road.
The vehicle continued on, hitting 5 motorbikes. The impact killed a 41-year-old male pedestrian. Among the injured were a 30-year-old woman and her two children, aged 3 and 6. At least 8 vehicles were damaged.
The scene after the accident was chaotic, with three cars and 5 motorbikes scattered across the road. A black car was overturned, a parked pickup truck had a dented rear, and debris was strewn across the street. The distance between the first and last motorbike hit was over one hundred meters.
