A mother, granted custody of her child by the court, is unable to visit or bring her child home due to her ex-husband's evasion and non-compliance with the court's judgment.

Despite a recent court ruling granting her direct custody, a mother, identified as Thu Huong, faces persistent refusal from her ex-husband to hand over their child. She reports that her attempts to contact him have been met with evasion, making visitation extremely difficult. Thu Huong is now seeking legal guidance on how to compel enforcement of the judgment.

Thu Huong and her ex-husband divorced a few years ago, when their child was just three. At that time, facing financial difficulties, she agreed to let him raise their child. However, after some time, Thu Huong noticed their child showing signs of developmental delay, and she believed the care and education provided were inadequate. Additionally, her ex-husband's family frequently hindered her visitation rights.

With her financial situation now stable and her ex-husband having remarried, Thu Huong sought to regain direct custody. As he and his family disagreed, she filed a lawsuit to change the child's custodian. The court subsequently accepted her request, awarding her direct custody of their child.

Thu Huong is particularly concerned about the legal ramifications of her ex-husband's continued non-compliance. She asks if the law provides for criminal penalties for those who defy court rulings, and if her ex-husband could face such charges should he persist in disregarding the judgment. Furthermore, she wants to know which agencies she can approach for intervention, and what specific procedures are involved to ensure her legal custody rights are upheld.
