Hung Yen Provincial Police, in coordination with Nghe An Provincial Police, arrested 38-year-old Yu HaiYang, a Chinese national, on 19/4. He is under investigation for the illegal use of military weapons after allegedly firing a gun following a traffic collision on 7/4.
The initial investigation revealed that on 7/4, Yu HaiYang was driving a car with a woman on Kinh Do 1 street within the Vinhomes Ocean Park 2 urban area in Nghia Tru commune, Hung Yen province. His vehicle collided with a motorbike driven by 26-year-old Tran Bao Vu, a native of Lao Cai. The accident resulted in minor abrasions for Vu and damage to his motorbike.

Witnesses reported that the man in the car appeared agitated. He drew a handgun, loaded it, and a gunshot was subsequently heard from inside the vehicle. The car then left the scene. No injuries were reported from the shooting itself.
Upon receiving the report, Nghia Tru Communal Police, working with Hung Yen Provincial Police, cordoned off the area and recovered one shell casing.
According to investigators, Yu HaiYang and his wife continually moved across different localities, changed vehicles, and concealed their movements to evade detection. By the afternoon of 8/4, while they were hiding in Nghe An, authorities successfully apprehended them.
The Chinese suspect admitted to his actions. He stated that during their escape, he threw the gun into the Red River near the Binh Minh ferry terminal in Me So commune, Van Giang district, to dispose of the evidence.
