On 7/6, Vo Chi Cong, 47, former alternate member of the Party Central Committee and former head of the Soc Trang Provincial Party Organization Committee, was temporarily detained by Can Tho City Police. Cong, who currently serves as deputy head of the Can Tho City Party Committee's Propaganda and Mass Mobilization Department, is under investigation for 'abusing position and power while on duty'.
The investigation also led to the arrest of three of Cong's former subordinates, who are implicated as accomplices: Nguyen Thai Dang, former deputy head of the Soc Trang Provincial Party Organization Committee and currently standing deputy secretary of My Tu commune, Can Tho City; Ho Chi Thanh, former specialist at the Soc Trang Provincial Party Organization Committee, now working at the Delegation of National Assembly Deputies and People's Council of Can Tho City; and Vo Thanh Luan, former specialist at the Soc Trang Provincial Party Organization Committee, now a civil servant at the Party Building Committee of Ho Dac Kien commune, Can Tho City.

According to initial investigation, during the 2022-2023 period, Cong and his subordinates were tasked with implementing Regulation 113 of the Soc Trang Provincial Party Committee. This regulation outlines policies and benefits for incumbent and retired officials.
Authorities allege that this group illegally spent money, then created fraudulent documents to legitimize the expenditure, causing a budget loss of about 3.8 billion dong.
In July 2025, the Politburo issued a warning to Cong for violating Party regulations and state laws. These violations occurred during his tenure as a member of the Provincial Party Standing Committee and head of the Soc Trang Provincial Party Organization Committee.
Prior to the merger of Can Tho City with Hau Giang and Soc Trang, Cong held the position of head of the Soc Trang Provincial Party Organization Committee. Following the merger, he was assigned to his current role as deputy head of the Can Tho City Party Committee's Propaganda and Mass Mobilization Department.
