On 16/4, the Hanoi Police Department released information at its first Quarter of 2026 review meeting, focusing on progress in addressing urban order bottlenecks and traffic congestion.
Hanoi Police reported intensified efforts to detect and address violations through surveillance cameras and public reports. In march alone, authorities issued 3,900 "cold fines," collecting over 4.3 billion VND. This initiative has resulted in clearer streets, curbed illegal sidewalk and roadway occupation for business and unauthorized parking, and improved compliance among some residents and businesses.
However, results are inconsistent. In some areas, violations persist, primarily involving illegal street vending, sidewalk encroachment, and improper vehicle parking.

To address these issues, Lieutenant General Nguyen Thanh Tung, Director of Hanoi Police, proposed that the Hanoi Party Committee Standing Board review the responsibility of local Party committees and authorities for repeated violations. Penalties could range from demotion and reduced commendations to job review.
He called for a clear review of accountability for each existing issue or repeated violation. Officers receiving three warnings will be deemed to have "unfulfilled duties"; three demotions or reduced commendations will lead to a job review.
The Director of Hanoi Police also urged units to adopt a synchronized approach: review, assess, and correctly identify the root causes of each problem; assign the right person, responsibility, and deadline; and strengthen post-inspection to ensure ultimate accountability.
Internally, some communal police commanders and officers have been criticized and disciplined. In Cua Nam ward, the Ward Police Chief, the Deputy Ward Police Chief responsible for urban order, and 14 traffic police officers overseeing various streets are facing accountability reviews. These 16 individuals were rated as having "unfulfilled duties" for march due to numerous urban order violations and traffic congestion in their area.

Hanoi Party Secretary Tran Duc Thang agreed with the Hanoi Police Director's proposal, demanding strict accountability for communal and ward Party Secretaries if repeated urban order violations occur.
The head of the local Party committee must be accountable to the City Party Secretary; if violations recur, the City Party Inspection Committee will investigate signs of misconduct.
