On 11/4, Hanoi Police announced that the Investigative Police Agency initiated criminal proceedings and temporarily detained Nguyen The Bang, 62, a resident of Bach Mai ward, to investigate the crime of disrupting public order.

According to police, the violation stemmed from a dispute with the Hinode condominium developer, located at 201 Minh Khai, Bach Mai ward, regarding service fees. On 1/4, Bang parked his car, blocking the basement entrance barrier of the condominium complex.
Bang then locked the car and left. Police assessed this act caused prolonged obstruction and congestion from the barrier area to the basement entrance and internal roads of the condominium. This action also affected residents' daily lives and public order in Bach Mai ward.
Police stated the incident at Hinode condominium serves as a serious warning for organizations and individuals regarding dispute resolution in apartment buildings. Residents need to resolve conflicts in condominiums according to the law.
Residents who encounter disputes should submit petitions to competent authorities to resolve service contract issues. They should avoid being incited or instigated into actions that disrupt public order and violate the law.
