Man who threatened "to blow up police headquarters" recommended for prosecution

Ha Dang Huan is accused of repeatedly getting drunk, causing disturbances at agency headquarters, insulting officials, livestreaming, and threatening to "blow up the headquarters."

On 23/3, the Quang Ninh Provincial Police Investigation Agency Office announced it had completed its investigation conclusions and recommended that the local People's Procuracy prosecute Ha Dang Huan, 61, on two charges: disturbing public order and abusing democratic freedoms to infringe upon the interests of the state, and the legitimate rights and interests of organizations and individuals.

The investigation revealed that from late September 2022 to October 2025, Huan repeatedly appeared intoxicated at the headquarters of local agencies, including the Party Committee, People's Committee, and police. He pressured officials and made demands concerning land clearance compensation and traffic violation handling.

The investigation concluded that during these visits, he consistently used vulgar language, insulting the honor and dignity of officials and public servants. Despite his petitions being resolved according to regulations and his having received administrative sanctions multiple times, Huan continued to disregard the law.

Furthermore, the accused created a personal Facebook account named "Ha Huan" to post content attacking the authorities. Investigators identified 103 articles and 17 videos containing distorted information and slandering the reputation of many local individuals and organizations, negatively impacting security and order.

The situation escalated on 1/10/2025, when, after consuming alcohol, Huan arrived at the Dam Ha Commune Police headquarters. He insulted the duty officer and threatened to "blow up the headquarters," causing citizen reception activities to be suspended. He self-recorded and livestreamed the entire act on social media.

Subsequently, police arrested and temporarily detained Huan for investigation.
