On the morning of 4/8, at the Ministry of Public Security, Party General Secretary To Lam met with and encouraged 40 heroes and relatives of heroes of the people's armed forces, 57 national emulation soldiers, and 246 exemplary individuals attending the 9th emulation congress for national security.
These individuals represent thousands of officers working in various fields and exemplify the emulation movement within the people's police force. Among them, Senior Colonel Nguyen Minh Tuan, deputy head of the investigative police agency under the Ministry of Public Security (C01), shared the results of the investigation into the major case at FLC.
Responding to Senior Colonel Tuan's account, the general secretary recalled questioning, during his tenure as Minister of Public Security, why the stock market soared while all economic indicators declined due to the pandemic's impact.
"Ultimately, we were informed of signs of stock market manipulation. I instructed that if there were signs of a crime, it must be clarified and investigated immediately. Moreover, we must not only address the manipulation but also identify who manipulated it, where, and how, to prevent its recurrence and restore the stock market to its proper position," the general secretary stated.

Following this directive, the scheme of FLC Chairman Trinh Van Quyet and more than 40 others was uncovered by investigators.
Senior Colonel Tuan explained that the FLC case exposed a typical tactic of exploiting legal loopholes to commit crimes. This involved falsifying records to inflate capital, turning virtual capital into real assets, then selling them and manipulating the market to misappropriate investors' funds.
After the case, C01 consulted on seven issues related to finance, banking, and securities to address systemic loopholes in state management.

At the meeting, the general secretary also shared several stories and suggested that the policies of the Ministry of Public Security's Party Committee should align with reality to address the difficulties faced by officers, from firefighters to drug enforcement, prison guards, and crime prevention units.
He noted that some officers had to travel all day to villages and communes to collect resident data to ensure "no one is left behind." However, the data revealed a national population exceeding 105 million, whereas previous statistics indicated over 100 million.
"This means over 5 million people were not counted. In reality, many of these individuals stay at home, have never left their villages, and never traveled by car or plane," the general secretary said.
The general secretary emphasized that the emulation movement for national security must stem from the heart of every police officer.
The Ministry of Public Security reported that through recent emulation movements within the people's police force, 44 groups and individuals were awarded or posthumously awarded the title of Hero of the People's Armed Forces; 78 were awarded the Military Exploit Order, 735 the Combat Order, 59 the Labor Order, over 3,000 the Order of National Defense, three the Bravery Order, and tens of thousands of groups and individuals received commendations at various levels.
Notably, on the 80th anniversary of its tradition day, the people's police force was awarded the Gold Star Order for the fifth time.
