Principal charged in grade 10 exam score inflation case

Vu Ngoc Liem, principal of Ngoc Lac high school, and a subordinate have been arrested for allegedly inflating a student's failing score to make him the top entrant to grade 10.

Liem, 49, and Ngo Thi Tuyet, 46, a teacher at Ngoc Lac high school, have been prosecuted for forgery, under article 359 of the penal code, the Thanh Hoa provincial police investigation agency announced on Tuesday afternoon, 6/8.

Liem has been remanded in custody, while Tuyet has been released on bail.

Authorities allege that during the entrance exam for the 2024-2025 school year at Ngoc Lac high school's exam center, three exam papers of a male student received unusually high scores. Specifically, the student's total weighted exam score was only 24.4, but the publicly announced result was 39.4.

Vu Ngoc Liem, as chairman of the Ngoc Lac high school exam center, is accused of directing Ngo Thi Tuyet to arbitrarily raise the student's scores.

The case originated in September 2024 when the Thanh Hoa department of education and training received a complaint about the male student being admitted as the top student to Le Hong Phong high school in the former Bim Son town. The complainant stated that the student had only achieved average academic performance in lower secondary school, raising suspicions about the results.

The department's inspectorate retrieved the student's exam papers for review and discovered a discrepancy between the scores given by the examiners and the announced scores. Specifically, the scores on the exam papers were math 4.5, literature 6.5, and English 2.4, but on the score entry sheet, the student received 8, 8.5, and 6.4 respectively.

The inspectorate said the error lay with the Ngoc Lac high school exam center's score checking and entry team. Vu Ngoc Liem explained that it was due to "pressure and lack of focus" that he mistakenly recorded the student's scores, and not intentional.

Tran Van Thuc, the former director of the Thanh Hoa department of education and training at the time, considered it a rare case but asserted that there was "no negative element". The student involved has been expelled.

Regarding violations in the 2024-2025 grade 10 entrance exam in Thanh Hoa province, on 14/7, Thanh Hoa provincial police prosecuted Luong Tu Le, principal of Tinh Gia 4 high school, and five teachers for allegedly inflating the exam scores of a student in the former Hau Loc district.
