The Investigation Police Agency of Hai Phong City Police has detained Tran Quoc Bao, 28, residing in Hung Yen, and Le Van Kien, 23, residing in Thanh Hoa, to investigate their involvement in fraud and property appropriation.
According to the investigating agency, starting in 3/2026, Bao and Kien pooled money to purchase GSM Gateway equipment and phone SIM cards, setting up an internet-based calling system which they then rented out to others. Bao was responsible for the technical aspects and system operation, while Kien handled client acquisition. The rental fee was 1,400-1,800 dong per minute for calls.

This system allowed renters to use an internet calling application on their phones, while the number displayed to the call recipient was a real subscriber number pre-installed on the GSM devices. This disguise made it difficult for victims to suspect anything.
By mid-5/2026, Bao and Kien discovered that some clients were using the system for calls that showed signs of fraud. However, driven by profit, both men turned a blind eye and continued to rent out the service.
Consequently, on 6/8, a client renting the system called a 76-year-old woman residing in Hung Yen, impersonating a police officer to defraud her of 60 million dong.
Based on data extracted from Bao and Kien's system, the police agency obtained evidence to clarify the incident.
