On 27/8, the Hanoi Police Investigation Agency issued an urgent arrest warrant and temporarily detained Viet, a resident of Hoang Mai ward, to investigate the crime of disturbing public order under Article 318 of the Penal Code.

Initial investigations revealed that around 9:30 on 25/8, a 23-year-old man in a ride-hailing uniform arrived at Louis City urban area for a delivery. He mistakenly entered a car-only lane and was verbally reprimanded by Viet, who was in his security uniform.

At security checkpoint number 1, Viet allegedly punched the driver, causing him to fall to the ground and his motorbike to tip over. As the victim lay curled up, Viet continued to stomp on his stomach and repeatedly kick his head, back, and stomach.

The assault only stopped when bystanders intervened. The incident was recorded by residents, posted on social media, and sparked widespread outrage.

The victim stated he had no prior conflict or verbal altercation with Viet. He claimed that immediately upon entering the urban area, he was punched and kicked to the roadside by the security guard.

"I kept clutching myself and begging, but the security guard continued to kick and stomp on my stomach and other parts of my body. In total, I was hit about 20 times", he said.

Hanoi Police recommend that when conflicts or disputes arise, residents should remain calm and resolve issues according to legal regulations, without using force to harm others or disrupt social order.
