On 2/9, six individuals aged 17 to 22, rode three motorcycles abreast on Highway 1 without helmets. As they passed through Don Due Hamlet, Vinh Hoang Commune, they began weaving erratically through traffic and kicking a helmet back and forth while riding.
Using video footage captured by a bystander, the Quang Tri Provincial Police Department of Traffic Police, in collaboration with the Vinh Hoang Commune Police, identified the young men.
At the police station, in the presence of their parents, the six admitted their violations. The Quang Tri Provincial Police Department of Traffic Police issued them citations for riding motorcycles without helmets, carrying passengers without helmets, not having driver's licenses, lacking left-side rearview mirrors, and operating motorcycles with cylinder capacities over 50 cm3 while under 18 years old.
The total fines are expected to reach 23.25 million VND.

The Quang Tri Provincial Police Department of Traffic Police has requested the Vinh Hoang Commune Police to further investigate and compile a case file to determine if the act constitutes the crime of disturbing public order, under Article 318 of the Penal Code.
