Earlier, Hoang spotted a man carrying a bag, walking with his wife on Dao Duy Anh street in Duc Nhuan ward, and began following them on his motorbike.
Security cameras captured Hoang quickly approaching, snatching the bag, and accelerating away. The victim, holding onto the bag's strap, was dragged for dozens of meters. Hoang lost control of his motorbike and fell onto the road.
Local security forces on duty nearby, assisted by residents, quickly apprehended Hoang and seized the stolen property.
