The organizational structure involved master accounts managed by one suspect, which were then distributed to subordinate agents. Nguyen Minh Thien was responsible for developing the website, creating data management tools, and calculating winnings and losses.

To obscure financial transactions, the suspects employed e-wallets, unregistered SIM cards, and personal information from various individuals.

Police noted that the ring's closed, multi-tiered, and predominantly online operational model presented significant investigative challenges. Weekly transaction volumes were estimated to reach billions of dong. Specifically, during World Cup 2026, the amount of money handled for gambling over approximately one month amounted to tens of billions of dong.

The breakthrough came on 15/7 with simultaneous searches across 11 locations in TP HCM, Can Tho, and An Giang. During these raids, police confiscated 50 mobile phones, one laptop, one iPad, 10,000 USD, 20 million dong in cash, 20 notebooks, along with various related documents, electronic data, and evidence.
