On the morning of 11/4, Vinh Hung Ward Police announced they had summoned Mr. Tuan and those involved to the station for resolution.
The driver has since apologized to the two passengers, pledging to cover all medical expenses and hospital fees for Mr. Ngo Van Loan, 36 years old, husband of Ms. Nguyen Thi Cam Hang.
The incident occurred around 2 p.m. on 10/4, when Ms. Hang and her husband, residents of Duc Chau commune, used a local taxi service. Mr. Tuan drove them from Hoang Phan Thai street to Ha Huy Tap street in Vinh Phu ward, an area formerly part of Vinh city.
During the journey, Ms. Hang became dissatisfied with the driver's attitude. She requested to stop the vehicle and called the taxi company's hotline to report the issue.
According to Ms. Hang, after they exited the taxi at a phone store on Nguyen Trai street in Vinh Hung ward, Mr. Tuan cursed at her and slapped her. He then picked up two bricks and struck Mr. Loan, who was filming the incident with his phone. Mr. Loan sustained a shoulder injury and required medical examination at a hospital.
Ms. Hang stated that throughout the ride, she and her husband did not use any insulting words or engage in provocative behavior toward the driver.
Conversely, driver Tuan claimed the conflict arose because the passengers insulted him, accusing him of intentionally taking a detour to charge more. He asserted that his initial intention was only to "threaten" Ms. Hang with a slap, but he resorted to attacking them with bricks after her husband used "threatening words."
