The Da Nang Police Department's Investigative Police Agency arrested and detained 41-year-old taxi driver Duong Ba Toan on 8/9. He is being held for four months for violating traffic regulations, as outlined in Clause 2, Article 260 of the Criminal Code.

Two months earlier, around 7 a.m. on 7/7, Toan was driving an electric taxi with a Da Nang license plate on 30/4 Street, heading from Nui Thanh towards Nguyen Huu Tho. In front of house number 296 on 30/4 Street, Toan's vehicle collided with cars driven by Nguyen Ngoc Nam, 45, from Ho Chi Minh City, and Nguyen Quoc Dat, 35, from Quang Ngai.
The Da Nang City Appraisal Council estimated the total damage to the three vehicles at over 415 million VND. A rapid test revealed that Toan tested positive for multiple drugs (methamphetamine, MDMA, and ketamine).
Toan told investigators that on the evening of 6/7, he discovered crystal and orange tablets in his taxi, suspected to have been left by a passenger. Despite knowing they were illegal, Toan took them home and used them. The following morning, still feeling dizzy and disoriented, he caused the accident.
