On the afternoon of 15/1, the Thanh Hoa Provincial Police announced that its Investigation Police Agency had initiated legal proceedings against Nguyen Xuan Bien, 59, chairman of the board of directors of Cuong Minh Group Joint Stock Company, on allegations of tax evasion.
Bien's wife, Vu Thi Huong, 56, deputy general director of Cuong Minh Group Joint Stock Company, and Le Thi Ban, 60, chief accountant, were also prosecuted on the same charges.

Authorities determined that in 2019-2020, Cuong Minh Group Joint Stock Company received approval from the Thanh Hoa Provincial People's Committee to invest, lease, and be allocated land for a 50-year period. This land was designated for the construction of Phu Son market (Hac Thanh ward) and Nam Ngan market (Ham Rong ward).
After the markets were built and put into operation, Vu Thi Huong directly signed lease agreements and payment receipts with those renting sales kiosks.
Huong is accused of instructing Ban not to issue invoices, report, or declare revenue obtained from kiosk rentals. This alleged scheme led to the evasion of more than 1,2 billion VND in value-added tax for the 2019 period.

Police determined that Bien knew his wife and the chief accountant were committing illegal acts but allowed them to continue. The Thanh Hoa Provincial Police are expanding the investigation into the case.
Bien 'Tha' has been known as a notorious figure in Thanh Hoa's underworld for decades. He accumulated substantial assets through various business sectors, including environmental sanitation, real estate trading, market construction and management, and site clearance. He is considered highly influential among many underworld bosses in Thanh Hoa, such as Vi 'Ngo', Tuan 'Than Den', Y 'Eng', and Manh 'Go'.
