On 4/8, An, 34, a resident of Dong Loc commune, Duong, 63, a resident of Vinh Loc ward, and six others were detained by Nghe An provincial police on suspicion of theft and handling stolen goods, under Articles 173 and 323 of the penal code.

The investigation revealed that since May, An's group had been using stun guns, swords, sacks, and tape to steal dogs at night and in the early morning hours. Each dog was subdued in about 15-20 seconds and then given to Duong to sell.
In late July and early August, the Nghe An Provincial Police Department's Criminal Investigation Division deployed several task forces to arrest An, Duong, and their six accomplices. Police confiscated stun guns, homemade swords, and other related evidence.

Authorities determined the group committed over 50 dog thefts in various communes and wards over three months. The total weight of the stolen dogs exceeded two tons.
The suspects have prior convictions for theft, handling stolen goods, and gambling.
