On 20/4, the Ninh Binh Provincial Police Investigation Agency temporarily detained Le Thanh Binh, 42 years old, residing in Cu Xa village, Liem Ha commune. Authorities are investigating him for murder.

According to authorities, the incident occurred around 18:30 on 14/4. Binh had a conflict with his 39-year-old female neighbor over the discharge of domestic wastewater. During their argument, Binh held a weapon and threatened to attack, prompting residents to report the situation to local authorities.

Approximately 30 minutes later, Le Dinh Thanh, 58 years old, head of Cu Xa village, along with Nguyen Trong Hung, 44 years old, deputy head of the local security team, arrived at Binh's house. They attempted to persuade him to go to the village community house to discuss and resolve the dispute.

Binh allegedly refused to comply and resisted, leading to a scuffle. Police state that Binh then ran into his house, grabbed a machete about 50 cm long, and struck Le Dinh Thanh once in the side.

Despite being restrained and disarmed of the machete, Binh, in an uncontrolled state, grabbed a long-bladed knife. He stabbed Le Dinh Thanh multiple times in the abdomen and thigh. Le Dinh Thanh suffered acute blood loss and died. Nguyen Trong Hung was seriously injured and taken to the emergency room; he is now out of critical condition.
