The 40-year-old father immediately jumped in after his wife and 5-year-old son. Their 9-year-old daughter was further from the seawall and escaped unharmed.
A nearby patrol boat spotted them and rescued all three. The mother and son are now recovering after receiving emergency treatment at Pamela Youde Nethersole Eastern Hospital.

Mr. Fok Chun-ming, a member of the patrol team, said the rough seas caused by the super typhoon made the rescue difficult. The boat couldn't get close to the shore, forcing rescuers to climb onto the seawall to provide first aid to the victims.
The incident occurred as many Hong Kong residents ignored warnings and went to the coast to watch the waves. At the same time, images of a flooded Mercedes-Benz showroom circulated on social media. In Hang Hoa Thon residential area, despite 2-3 meter waves repeatedly crashing ashore, many people still gathered to take photos.

Chai Wan division commander Mr. Chiu Wai-ming urged people to prioritize safety and stay away from dangerous areas. Mr. Fok also warned that "wave-hunting" during super typhoon Ragasa not only endangers individuals but also rescue personnel.
"Don't underestimate the power of nature and put yourself in danger," Mr. Fok said.
Earlier, the Hong Kong Observatory issued a signal 8 typhoon warning, a high alert level, and repeatedly urged people to stay away from the coast and cease all water activities.
