Decree No. 109, issued on 18/6/1946, stands as one of the Democratic Republic of Vietnam's foundational documents. It established regulations for uniforms, badges, and rank insignia for Railway Department staff, aiming to standardize identity and enhance professionalism within the railway sector.
Nguyen Vu Ngoc Ha, Director of the Northern Branch of Nha Be Garment Corporation, stated that the company researched Decree No. 109 along with historical documents and artifacts from the railway sector. This research informed the design of three uniform models, suitable for various weather conditions.
The restored uniforms feature light cream khaki fabric. Hats, badges, rank insignia, and other accessories were designed in accordance with the 1946 decree's specifications.
A representative of the implementing unit noted that the restoration process encountered challenges due to the scarcity of visual documentation and physical artifacts related to railway staff uniforms from that era.

Dang Sy Manh, Chairman of the Member Council of Vietnam Railways Corporation, emphasized that the restoration must honor historical value while aligning with current operational requirements and the railway sector's modernization goals.
He requested further refinement of details like shoulder board ranks and badges to match the current hierarchical system. Additionally, he called on relevant units to provide more historical documents and artifacts to aid the restoration.
The uniform models are expected to be completed in Q3. Subsequently, Vietnam Railways will equip staff at tourist stations such as Hai Phong, Hue, Da Nang, and Da Lat. This deployment coincides with the 145th anniversary of Vietnam Railways and the 80th Traditional Day of the railway sector in October.
