Mo Vinh bridge, connecting Hoa Quan and Kim Bang communes across the Ro River in Nghe An province, was funded with nearly 80 billion dong from the state budget. Despite the main bridge section being completed in mid-2025, the project is not yet operational because its approach roads on both ends remain unbuilt.
The bridge's closure means thousands of residents from both communes must continue using a temporary bridge below, primarily by motorbike. During the rainy season, this route presents safety risks. Furthermore, trucks transporting construction materials or purchasing agricultural products cannot use the bridge, necessitating transshipment or detours. This increases transportation costs and negatively impacts agricultural product sales.
The Nghe An Province Transport Project Management Board stated that the delay stems from uncompensated and uncleared agricultural land in Hoa Quan and Kim Bang communes, which is designated for the approach roads. This issue existed before the project's ownership transfer, preventing the implementation of remaining work.

Mo Vinh bridge measures over 146 m long and 9 m wide, featuring four spans of reinforced concrete and prestressed reinforced concrete. Its approach roads are designed to meet class 5 rural road standards, with a 7,5 m wide roadbed and a 5,5 m wide carriageway. The project commenced in early 2024, initially under the Thanh Chuong District Investment and Construction Project Management Board, before oversight was transferred to the Nghe An Province Transport Project Management Board.
The bridge is designed to replace the temporary river crossing, connecting Hoa Quan and Kim Bang communes. This aims to provide safer travel for residents, particularly during the rainy season, shorten goods transportation distances, and boost regional socio-economic development.

Dang Van Tuan, Vice Chairman of the Kim Bang Commune People's Committee, said the locality is coordinating land clearance to connect the road to National Highway 46. However, progress is slow due to prioritizing the Vinh - Thanh Thuy expressway project. Meanwhile, Nguyen The Cuong, Chairman of the Hoa Quan Commune People's Committee, reported that the commune has established a land clearance council. This council has inventoried, reviewed the current situation, and completed procedures for the prompt handover of the land.
The Nghe An Province Transport Project Management Board confirmed it is collaborating with both localities to accelerate land clearance and complete the bridge's approach roads.
