Bui Thanh Nhan appointed head of Ho Chi Minh City Party Committee's propaganda and education commission

Bui Thanh Nhan, 52, has been appointed head of the Ho Chi Minh City Party Committee's propaganda and education commission, while Le Truong Hai Hieu, 45, will serve as deputy head of the city's organization commission.

Bui Thanh Nhan, a member of the Ho Chi Minh City Party Committee's standing board and chairman of the Ho Chi Minh City Labor Federation, was assigned to his new position on the morning of 16/10. He replaces Duong Anh Duc, who has transitioned to secretary of the Party Committee for Ho Chi Minh City's universities and colleges. Concurrently, Le Truong Hai Hieu, secretary of the An Lac ward Party Committee, was assigned as deputy head of the Ho Chi Minh City Party Committee's organization commission.

The new head of the propaganda and education commission, Nhan, 52, hails from Chanh Hiep ward, Ho Chi Minh City (formerly part of Binh Duong province). He holds a master's degree in business administration.

Nhan has over 20 years of experience in trade union organizations, having served as chairman of the trade union for Binh Duong's industrial parks, then vice chairman and later chairman of the provincial labor federation. Subsequently, he held positions as secretary of the Di An City Party Committee and head of the propaganda and mass mobilization commission for the Binh Duong Provincial Party Committee.

Following the merger of Binh Duong, Ba Ria - Vung Tau, and Ho Chi Minh City, Nhan joined the Ho Chi Minh City Party Committee's standing board. He served as vice chairman of the Ho Chi Minh City Fatherland Front Committee and chairman of the city's labor federation. He is currently a representative to the Ho Chi Minh City People's Council, 11th tenure, for the 2026-2031 term.

The Ho Chi Minh City Party Committee's propaganda and education commission advises and assists the city Party Committee in Party building across political, ideological, ethical, and political theory domains. The commission advises on propaganda direction; guides activities in journalism, publishing, culture, arts, science, and education; monitors public opinion; and safeguards the Party's ideological foundation.

On 26/8, the city Party Committee announced its decision to rename the Propaganda and Mass Mobilization Commission to the Propaganda and Education Commission. Its advisory functions and duties regarding mass mobilization work were transferred to the Party Committee of the Fatherland Front and other city-level organizations.

Le Truong Hai Hieu, 45, from Dong Thap province, holds a master's degree in economics, a bachelor's degree in law, and an advanced degree in political theory.

He previously served as secretary of the Ben Thanh ward Party Committee, vice chairman of District 1 People's Committee, chairman of District 12 People's Committee, and head of the Economic and Budget Committee of the Ho Chi Minh City People's Council, 10th tenure, for the 2021-2026 term. In 7/2025, he was appointed secretary of the An Lac ward Party Committee and was re-appointed to this position one month later at the ward Party Committee's first congress.

Also on the morning of 16/10, Ho Chi Minh City announced the establishment of the Party Committee for universities and colleges directly under the city Party Committee, comprising 74 Party organizations and over 14,000 Party members. The Party Committee for Ho Chi Minh City's health facilities was also established on the same day, directly under the city Party Committee, with 78 Party organizations and over 8,800 Party members. Tran Tuan Linh, a member of the Ho Chi Minh City Party Committee's standing board and secretary of the Ba Ria ward Party Committee, was appointed secretary of this new committee.
