On the afternoon of 15/10, at a press conference held by the Ministry of Construction in Hanoi, Mr. Le Kim Thanh, Director of the Transport and Traffic Safety Department, announced that maintaining a safe following distance for vehicles on all roads, especially expressways, is essential and in line with the 1968 Vienna Convention, to which Vietnam is a signatory. He noted that Vietnam's regulations, established by the Ministry of Construction (formerly the Ministry of Transport), have been stably implemented for a long time and align with international practices in countries such as China, Japan, and South Korea.
Official statistics reveal that violations involving excessive speed coupled with insufficient safe following distance account for approximately 18% of all traffic infractions. In response, the Ministry of Construction has instructed the Vietnam Road Administration to collaborate with the Traffic Police Department to implement broader enforcement. The Traffic Police Department has already identified specific expressway sections for the application of these regulations.

The move follows a trial enforcement on the Phap Van - Nghi Son expressway since 27/8, which saw drivers fined up to 6 million VND for failing to maintain safe distances. This trial has generated mixed public opinions and even led to congestion in some sections as drivers intentionally slowed down to avoid penalties. Addressing concerns, Mr. Thanh emphasized, "Complying with legal regulations is the duty of every citizen".
Decree 168/2024 outlines strict penalties for such infractions. Drivers of automobiles who fail to maintain a safe following distance from the vehicle immediately ahead on expressways face fines ranging from 4-6 million VND and a deduction of two points from their driver's license. Should this failure result in a traffic accident, the penalties escalate significantly to fines of 20-22 million VND and a deduction of 10 points.
In line with a government directive to review traffic organization, signage systems, and safe distance guidance on expressways, the Ministry of Construction will assess existing speed and safe distance regulations. This review will consider practical experience and international best practices, with a view to promptly amending or supplementing any unsuitable content.
