Central body pioneers KPI-based staff performance evaluations

The Central Strategy and Policy Committee has introduced key performance indicators (KPIs) for staff and affiliated units, effective from July 2025.

On the afternoon of 10/7, the Central Strategy and Policy Committee unveiled a framework of KPIs to assess the performance of individuals and teams. This framework includes specific criteria for output, quality, and the timely completion of planned tasks, emergent tasks, and assigned duties. For leadership roles, the KPI framework also includes criteria for management and operational performance.

For affiliated units, the KPI framework evaluates performance based on overall operations and specific functions and responsibilities. Based on this framework, individual units will develop tailored criteria for each position.

The KPI framework aims to provide a quantitative basis for evaluating task completion, enhancing accountability, improving productivity, streamlining processes, and elevating management quality within the committee.

Tran Luu Quang, Head of the Central Strategy and Policy Committee, stated that innovating management methods and developing a highly skilled workforce is a pressing need. To achieve this, the committee needs to maximize the intellect, potential, and dedication of each individual and focus resources on strategic objectives.

He emphasized that reforming performance evaluations is a key aspect of the amended Law on Officials and Public Servants, which will take effect from 1/1/2026. Evaluations will shift from qualitative to quantitative assessments based on specific criteria for progress, quality, and work effectiveness.

Taking a proactive approach, the Central Strategy and Policy Committee has developed and implemented the KPI framework ahead of schedule, starting in July 2025. "The KPI framework aims to create an objective and transparent evaluation system based on tangible results, moving away from subjective and biased assessments," Tran Luu Quang said.

The KPI framework also links individual goals and actions to the overall mission of the unit, helping staff understand the value of their work and contributions. This ensures fairness and transparency in personnel management, enabling the right people to be selected for the right jobs, thereby motivating long-term development and dedication.

"KPI-based evaluation results will be a crucial factor in planning, appointments, transfers, rewards, and disciplinary actions. They will also promote a high-performance work culture where competence is recognized, innovation is encouraged, and every individual has opportunities for growth," Tran Luu Quang affirmed.
