42-year-old Phan, from Thach Binh commune, was checking his family’s rice paddies after Typhoon Kajiki when he was swept away by the rising floodwaters. After struggling in the strong current, he managed to cling to an electrical pole.
Around 11:30 a.m. that same day, Thanh Hoa Provincial Police’s Fire Prevention, Fighting, and Rescue Police were evacuating residents from flooded areas when they heard Phan's cries for help.
Four officers used a jet ski and a rubber boat to reach Phan, who was showing signs of exhaustion. After throwing him a life jacket, they brought him safely to shore and transported him to the Kim Tan Commune Health Station. He is now in stable condition.

The remnants of Typhoon Kajiki brought heavy rain to Thanh Hoa province, causing the Ma, Chu, Buoi, and Cau Chay rivers to swell significantly, exceeding warning level three in several locations. Tens of thousands of households in Cam Thuy, Vinh Loc, Thach Thanh, and Ham Rong communes are currently inundated.
Since before Typhoon Kajiki made landfall, Thanh Hoa Provincial Police’s Fire Prevention, Fighting, and Rescue Police have mobilized over 400 officers and soldiers, working with local militia and volunteers to help residents move their belongings and evacuate to safety.
