On the afternoon of 1/7, the Standing Board of the Da Nang City Party Committee organized a conference to announce decisions on the rotation, transfer, and appointment of 17 key officials across departments, agencies, and localities. This marks a large-scale personnel consolidation following a year of mergers and the operation of a two-tier administration.
Tran Chi Cuong, a city Party Committee member and vice chairman of the City People's Committee, has been rotated to become the Party Secretary of Hoi An ward for the 2025-2030 term. After this transfer, the Da Nang City People's Committee will have seven vice chairmen assisting Chairman Nguyen Manh Hung.
Tran Chi Cuong is 53 years old, originally from Ngu Hanh Son ward. He holds a Master of Business Administration and has many years of experience in the city's key tourism sector.
Before assuming the position of vice chairman of the City People's Committee in 2023, he served as deputy director of the Department of Tourism and deputy head of the specialized Da Nang City National Assembly Delegation.

Concurrently, the Standing Board of the City Party Committee also transferred Tran Thi Kim Hoa, director of the Department of Home Affairs, to become the Party Secretary of Hai Chau ward. Cao Thi Huyen Tran, who was the Party Secretary of Hai Chau ward, has been transferred to the City People's Committee to serve as director of the Department of Home Affairs, concurrently chairman of the Hoang Sa special zone People's Committee.
Nguyen Duc Binh, a city Party Committee member and Party Secretary of Hoi An ward, has been transferred to become the Chief of Office of Da Nang City People's Committee. He replaces Nguyen Nhu Cong, who has been transferred to serve as Party Secretary of Nui Thanh commune.
Doan Xuan Hieu, director of Da Nang Newspaper and Television Broadcasting, has been transferred to become the Party Secretary of Tam Ky ward. He replaces Nguyen Thi Thu Lan, who has been transferred to the City Vietnam Fatherland Front Committee and nominated for election as Permanent Vice Chairman for the 2025-2030 term.

Nguyen Thi Kim Hoa, deputy head of the Propaganda Department and the City Party Committee's Mass Mobilization Department, has been transferred and appointed deputy head of the City Party Committee's Organization Department. Tran Hai Van, deputy head of the City Party Committee's Organization Department, has been transferred to become the Party Secretary of Thu Bon commune.
In addition, numerous ward and commune-level officials also received decisions for new assignments, with many leaders from lowland communes being transferred to mountainous areas. Notably, Tran Van Truong, chairman of Tam Anh commune People's Committee, has been transferred to serve as deputy director of the Management Board of Song Thanh National Park for a five-year term.
Da Nang Party Secretary Le Ngoc Quang emphasized that the transfer and rotation of officials are regular requirements to train, develop, and utilize human resources more effectively. He urged officials taking on new duties to swiftly take over responsibilities, ensure complete handover of documents, and prevent any disruption to overall work progress due to position changes.

"Officials who maintain a mindset of waiting, stagnation, choosing convenient positions, avoiding conflict, or shirking responsibility are not fulfilling their duties to the organization and the people," Quang stated.
Da Nang Party Secretary Quang also instructed agencies and localities to proactively coordinate and support new officials in adapting to their environments. In the coming period, the Standing Board of the City Party Committee will continue to review and resolutely replace or reassign officials who fail to meet requirements, lose credibility, or cause internal disunity.
