The decision was announced by Hoang Trung Dung, Permanent Deputy Head of the Central Organization Commission, at a conference in Hai Phong on the afternoon of 16/3.

Do Thanh Trung, 50, hails from Gia Lai and holds a master's degree in economics. He has served for many years at the Ministry of Planning and Investment. His past roles include Head of the General Department of Local and Territorial Economy, followed by Deputy Director General, and then Director General of the National Economic Synthesis Department. He was appointed Deputy Minister of Planning and Investment in 2023.

Following his appointment, the Hai Phong City Party Committee Standing Committee now comprises: Secretary Le Tien Chau; Permanent Deputy Secretary Do Manh Hien; Le Ngoc Chau, Chairman of the People's Committee; Le Van Hieu, Chairman of the People's Council; Pham Van Lap, Chairman of the Fatherland Front; and Do Thanh Trung.
