The Department of Construction of Nghe An province submitted an investment policy proposal to the Provincial People's Committee on 14/3. The project is planned for Vinh Loc ward and Dong Loc commune (formerly part of Vinh City and Nghi Loc district), covering an area of about 45 hectares.
The total investment for the project is approximately 4,260 billion VND. This includes: construction costs of over 2,310 billion VND, equipment at 960 billion VND, compensation and resettlement support at 235 billion VND, project management and consulting fees at 196 billion VND, and a contingency fund of 556 billion VND. The compensation and resettlement support is expected to be funded by the provincial budget. The remaining approximately 4,025 billion VND is proposed to be implemented under a public-private partnership (PPP) model, specifically a build-transfer (BT) contract. This will be financed by revenue generated from the auction of land use rights and public assets. The project contract duration is approximately four years.

The administrative center will serve as the workplace for the Provincial Party Committee, the Vietnam Fatherland Front Committee of the province, the National Assembly Delegation, the Provincial People's Council, the Provincial People's Committee, and 14 departments and agencies. It is designed to meet the working needs of approximately 2,120 officials, civil servants, and public employees.
The project features a total construction floor area of nearly 195,000 square meters. It comprises office blocks for provincial-level agencies, a conference center, public housing, a guesthouse, and logistics facilities. Specifically, the office blocks for the Provincial Party Committee and the Vietnam Fatherland Front Committee of the province, along with the blocks for the National Assembly Delegation, Provincial People's Council, and Provincial People's Committee, are planned to be about 12 stories high. The various departments and agencies will be housed in 6-8 buildings, ranging from 4 to 10 stories. The central complex will also include a conference center, public housing, a guesthouse, a technical infrastructure system, parking lots, and auxiliary facilities.
Currently, the headquarters of Nghe An's Provincial Party Committee, Provincial People's Committee, and many departments are scattered across central Vinh City (old) along key routes such as Truong Thi, Nguyen Thi Minh Khai, Le Hong Phong, and Le Nin avenue. This area frequently experiences localized traffic congestion during peak hours. Authorities believe that constructing a centralized administrative center will consolidate provincial-level agencies into a unified working complex. This move is expected to alleviate infrastructure pressure in the city's core and free up land from the old headquarters for urban development.

Nghe An spans 16,490 square kilometers and has a population exceeding 3.4 million people. In 2025, the state budget revenue within the province reached 29,211 billion VND, which was 164.8% of the estimate and a 14.3% increase compared to 2024.
For the 2025-2030 period, the province aims to become a leading locality nationwide, establishing itself as a North Central Coast hub for industry, education and training, healthcare, and science and technology. The target for Gross Regional Domestic Product (GRDP) growth is 9-10% annually. Per capita income is projected to exceed 160 million VND, with an urbanization rate reaching 45%. Three strategic breakthroughs include: developing synchronized infrastructure, enhancing human resource quality, and improving the investment environment. These efforts are complemented by an orientation towards digital transformation, green economy, circular economy, and improving the quality of life for residents.
