General Secretary To Lam presented the Politburo's decision to Doan Minh Huan on the afternoon of 30/1. Huan also assumed the roles of Deputy Head of the Central Steering Committee for protecting the Party's ideological foundation and combating erroneous, hostile viewpoints in the new situation. Additionally, he will serve as Deputy Head of the Steering Committee for reviewing theoretical and practical issues of socialist-oriented reform work over the past 40 years in Vietnam.

Huan's predecessor as Director of the Ho Chi Minh National Academy of Politics was Nguyen Xuan Thang, who had exceeded the age limit for re-election and did not join the 14th Central Committee.

The new Director of the Ho Chi Minh National Academy of Politics is 55 years old and hails from Ha Tinh province. He holds the titles of Associate Professor and Doctor specializing in Party History. He is a member of the 14th Politburo and a member of the 12th (alternate), 13th, and 14th Party Central Committees.

Huan's career includes serving as a lecturer, Deputy Head of Department, Head of Department, Deputy Director, and then Director of Region I Academy of Politics, which is part of the Ho Chi Minh National Academy of Politics. In 7/2017, he was appointed Editor-in-Chief of the Communist Review. From 3/2023, he served as Secretary of the Ninh Binh Provincial Party Committee.

After the three provinces of Ha Nam, Nam Dinh, and Ninh Binh merged to form the new Ninh Binh province in 6/2025, Huan was assigned as Permanent Deputy Director of the Ho Chi Minh National Academy of Politics.

The Ho Chi Minh National Academy of Politics serves as a national center for training and fostering mid-level and senior leadership and management cadres, as well as political theory scientific cadres for the Party, State, Vietnam Fatherland Front, and socio-political organizations. The academy also provides training and fostering for cadres, civil servants, and public employees; develops human resources at undergraduate and postgraduate levels. It also acts as a national center for scientific research on the theory of Marxism-Leninism, Ho Chi Minh Thought, the theory of reform lines, Party policies, and State laws.
