Traffic Police Team 3 (CSGT) announced on 18/11 that a 37-year-old driver residing in Yen So was operating a truck carrying mud through the Ton Duc Thang - Nguyen Thai Hoc intersection on the evening of 16/11. Due to the soft mud and a sharp turn, the material spilled onto the road, but the driver was unaware. A representative from the transportation company, upon receiving the notification, sent personnel to clean up the scene.
The incident caused at least 6 people to fall or be covered in mud, with some sustaining scrapes and bruises. A section of road approximately 15 meters long was covered in soft mud, prompting Van Mieu Ward Police and traffic police to set up a warning checkpoint and direct traffic.
Hanoi Police advised construction companies, vehicle owners, and drivers to cover and secure materials during transportation to prevent spills that could compromise traffic safety.

According to Decree 168, the act of allowing materials to spill and compromise traffic safety is punishable by a fine of 2-4 million dong. This includes cases such as: transporting soil, rocks, waste, or loose goods without covering them, or covering them inadequately leading to spills; allowing wastewater from goods to flow onto the road surface; or dragging mud, soil, sand, materials, or waste onto the road.
Drivers illegally dumping trash, soil, sand, rocks, materials, or waste within the road right-of-way in non-urban areas face fines of 4-6 million dong. If dumped on urban streets, the fine increases to 10-15 million dong.
For the two aforementioned illegal dumping offenses, car drivers will also have 2 points deducted from their driving licenses.
