First white-plate vehicle fined for commercial goods transport

A driver and vehicle owner in Hanoi have been fined and received a 6-point deduction on their driver's license for using a white-plate vehicle—one not authorized for commercial passenger or goods transport—to carry goods for payment.

On 30/8, Road Traffic Police Team No. 12 of the Hanoi Police Department's Traffic Police Division announced it had issued a citation and imposed total fines of 62,4 million VND against the driver and owner of a dump truck.

The Traffic Police Department stated this is the first case nationwide penalized for operating a non-commercial vehicle to transport goods for payment, based on the amended and supplemented regulations in Decree No. 238/2026.

Earlier, on the afternoon of 29/8, police on National Highway 6, passing through Xuan Mai commune, Hanoi, discovered the male driver operating a dump truck with four violations, including: using an air horn, improper license plate placement, no vehicle registration, and operating a non-commercial vehicle for commercial goods transport.

The total fine imposed on the driver was 36,4 million VND. Specifically, the 2nd and 4th offenses incurred fines of 23 million VND and 10 million VND respectively, along with a deduction of 6 points from the driver's license.

Regarding the incident, police also issued a citation to the vehicle owner for assigning the vehicle to an employee to operate it for commercial goods transport using a non-commercial vehicle. The fine for the vehicle owner was 26 million VND.

According to Decree 238, effective from 15/8/2026, both the driver and the vehicle owner face strict penalties for operating a non-commercial vehicle for actual commercial goods transport.

The fine for the driver is 10 million VND and a deduction of 6 points from the driver's license. The fine for the vehicle owner (individual or organization) is 26 million VND for assigning the vehicle to an employee (or another person) to operate it for commercial goods transport using a non-commercial vehicle.

The Traffic Police Department advises organizations and individuals currently using white-plate vehicles for commercial passenger or goods transport to promptly complete procedures to convert to yellow-plate license plates and install journey monitoring devices and cameras as required to avoid strict penalties.
