Vietnam Social Security (VSS) announced on 16/10 that nearly 101.5 million people have successfully converted their social insurance (BHXH) and health insurance (BHYT) codes to personal identification numbers. This achievement, reached within 45 days of the initiative, represents over 99% of the target population. The agency noted that out of over 102.3 million individuals participating in or having previously participated in BHXH and BHYT, 162,000 people still need to complete the conversion, more than 348,000 have not yet initiated the process, and nearly 337,000 are not yet eligible for conversion.
These pending cases primarily stem from inconsistencies in personal information within the system, unsynchronized BHXH code data, or missing/mismatched personal identification/citizen ID numbers. The VSS confirmed that its system is continuously reviewing these records for conversion once all necessary conditions are met.

The transition began on 1/9, with VSS implementing a roadmap to convert data and integrate personal identification/citizen ID numbers into its operational software, replacing the previous BHXH codes.
Previously, the BHXH code was a 10-digit number assigned by the Social Security agency, linked to a participant throughout their contribution and benefit period. With the conversion, the BHXH code will now be the citizen's 12-digit personal identification or citizen ID number.
This conversion solely alters the method of identification. The underlying management of social and health insurance data will continue to be based on existing databases. Crucially, the change does not affect an individual's participation history, contribution and benefit data, or their rights to BHYT medical examination and treatment services.
