The project, which passes through Hanoi City, Bac Ninh province, and Thai Nguyen province, is being developed under a public-private partnership (PPP) and build-operate-transfer (BOT) contract. The total investment exceeds 21,228 billion VND, entirely mobilized by investors without utilizing the state budget.
The expressway is divided into two sections. The Hanoi - Thai Nguyen section, approximately 59 km long, will be expanded from four to six lanes, featuring a roadbed width of 34,5 m and a design speed of 100 km/h. The Thai Nguyen - Cho Moi section, spanning about 39 km, will expand from two to four lanes, with a design speed of 80 km/h.
The project also includes the construction of new bridges or the expansion of existing ones along the route. Additionally, it involves building the Phu Luong tunnel, which will consist of two tubes piercing through the mountain, each accommodating two lanes of traffic.
The project is scheduled for implementation from 2026 to 2029. Construction on the Hanoi - Thai Nguyen section will run from July 2026 until the end of 2027, while the Thai Nguyen - Cho Moi section is slated for completion by the end of 2029. The expected toll collection period for capital recovery is 20 years and eight months.
The investor consortium for the project comprises Phuong Thanh Traffic Investment and Construction Joint Stock Company, Nguyen Minh Infrastructure Development Investment Joint Stock Company, and Indel Investment and Development Joint Stock Company.

Speaking at the groundbreaking ceremony, Secretary of the Thai Nguyen Provincial Party Committee Trinh Xuan Truong stated that the completed expressway will enhance connectivity between Thai Nguyen, Hanoi, and other northern economic centers. This expansion will also foster industrial, service, and logistics development across the region.
Deputy Prime Minister Le Tien Chau emphasized the project's vital role within the national expressway network. It contributes to the national goal of achieving 5,000 km of expressways by 2030, strengthens connectivity in the northern midlands region, and alleviates traffic pressure on the old National Highway 3. Furthermore, the project supports national defense and opens new development opportunities for the entire northern midlands area.
The Deputy Prime Minister urged the Ministry of Construction, the Thai Nguyen Provincial People's Committee, investors, and contractors to prioritize land clearance, ensure a stable supply of materials, and mobilize sufficient human resources and equipment. This coordinated effort is crucial to ensure timely construction, maintain quality standards, uphold safety protocols, and protect the environment.
