According to the design plan, Bui Vien road will feature two underpasses at its intersections with Vo Nguyen Giap and Le Hong Phong roads. Each underpass will be 485 m long, including a 125 m closed section, 27 m wide, with six lanes, designed for a speed of 70 km/h. The intersecting roundabout will have a 30 m radius. The total investment for these two projects exceeds 1.38 billion VND.
The third underpass will be located at the intersection of Le Hong Phong and Nguyen Trai roads, spanning 440 m with six lanes, costing over 565 billion VND. All three projects will include landscaping and traffic light systems, with construction scheduled for completion by 2027.

Bui Vien road, operational since 2020, links National Route 10 to the seaport. The rising volume of container traffic to the port has led to frequent congestion and accidents at its intersections with Vo Nguyen Giap and Le Hong Phong roads.
Meanwhile, the Nguyen Trai - Le Hong Phong intersection has experienced significant pressure since the May Chai bridge opened, making infrastructure improvements an urgent requirement.

Upon completion, the three underpasses will reroute container traffic, reduce direct conflicts at intersections, and alleviate pressure on National Route 5 within the inner city. These projects will also transform Hai Phong's urban infrastructure, enhancing traffic safety and ensuring seamless connectivity among economic zones, seaports, and Cat Bi International Airport.
